Ulster County SCSEP: Employment and Training for Seniors 55+ |
The Senior Community Service Employment Program helps unemployed older adults gain job skills, training, and pathways to self-sufficiency |
The Senior Community Service Employment Program (SCSEP) helps unemployed adults ages 55 and older who have poor employment prospects gain the skills, training, and experience they need to find work. The program provides paid community service assignments, job training, and support services to help seniors re-enter the workforce or start small businesses. In today's rapidly changing job market, many older adults find themselves unemployed after years or decades in the workforce, struggling to update their skills or compete with younger workers. SCSEP provides a bridge, offering both income and the training needed to succeed in today's economy.
Program Structure and Services
SCSEP participants work an average of 20 hours per week at nonprofit organizations, schools, government agencies, and other community sites. They receive on-the-job training in areas like office skills, customer service, computer literacy, and more. The program also offers classroom training, resume building, interview preparation, and job placement assistance. Participants earn a stipend while they train. The program is designed to be flexible, accommodating participants' schedules and health needs while building their confidence and employability. Many participants also receive help with transportation, work clothing, and other barriers to employment.
Eligibility Requirements
To qualify for SCSEP, participants must be 55 or older, unemployed, have an income at or below 125% of the federal poverty level, and have poor employment prospects. The program serves about 30-40 participants at any given time in Ulster County. Priority is given to veterans, individuals with disabilities, and those with the greatest economic need. The program is particularly valuable for seniors who have lost long-term employment due to company closures, health issues, or caregiving responsibilities, and who need support transitioning back into the workforce.
Success Stories and Outcomes
Many SCSEP participants transition to unsubsidized employment after completing the program. Others use the skills they gained to start small businesses or pursue further education. The program helps seniors regain confidence, stay active, and contribute to their communities while building economic self-sufficiency. Staff provide ongoing support even after participants leave the program. Success stories include seniors who have found full-time employment in their 60s, started consulting businesses, or used their new skills to volunteer in meaningful ways. The program proves that it's never too late to learn new skills and contribute to the workforce.
